strategie per realizzare le sue “missioni”
Beyond the emergency. Unimore and the strategies to pursue its “missions”
Since the beginning of the pandemic, our University has been constantly engaged in ensuring research, stu-
dies, initiatives, and making them available to the community, in order to provide answers, help identify the
issues, and manage the emergency complexity. All this with a constant look to go “beyond the emergency”
Like all Universities in Italy, UNIMORE strongly reaffirms the primacy of science and has an approach aimed at
facilitating a dialogue between the several skills developed and rooted in its different departmental structures
and research. We need to be part of a system, we must not resign in the toughest situations, but work hard to
pursue the missions in the best possible way. We must identify the keys that will enable us to reach our goals,
and in this pandemic priority must be given to the protection of health and life, to which all other activities are
linked.
Since the beginning, we hoped to get a high protection against the virus with some rules such as the surgical
mask, even after being vaccinated, and control measures like the Covid-19 green pass. The vaccine is crucial:
the ongoing vaccination campaign is a real national, European, global mission to safeguard the health of all.
In fact, vaccinations are proving to be a very high coverage also against the “Delta variant”, and scientific data
confirm that, although it is much less frequent that a vaccinated person is infected, the ability to transmit the
virus is lower, compared to those who contract the virus without having been vaccinated.
Although it is true that the green pass limits the freedom of movement and the economic initiative, at consti-
tutional level it is legitimate and is precisely the achievement of a balance between different interests, even
if opposed. Art. 16 of the Constitution states that freedom of movement may be limited by law for health
reasons, Art. 32 recognises and protects health not only as a right of the individual, but also as an interest of
the community, for this purpose also allowing mandatory health treatments.
The green pass - on which Leg. Decree of 6 August 2021 leaves the universities free to set the control proce-
dures, but not to choose whether to do it or not - is an important tool in order to allow, safely, the resumption
of face-to-face teaching activities. The fundamental activities of the university, its “missions”, can be best
carried out within a community, necessarily based on face-to-face activities and the coexistence of bodies and
languages, while exploiting all the potential of remote interaction.
All this must take place through an educational responsibility aimed at prevention and forecasting. We believe
in a university made of active and responsible people.
For these reasons we are committed to ensuring that, in the highest security, people, minds, affections,
knowledge and cultures can stay in touch and “co-build” thoughts and emotions, motivations and ethics,
speeches and practices, images and actions. What gives body and shape to culture is above all the practice
of responsible care of ourselves, of others, and of the world.
It is in that spirit that I cordially wish you a good Academic Year 2021/2022.
